Unfair parking fine

Complaint against Civil Enforcement

In January I parked in a car park which I believed to be free. In March I received demand for £100 as I had not paid the initial fine of £60, I never received the first demand. I rang and managed to query this demand, but I later received a further demand for £140. I appealed by letter and on 23/05/18 I received a letter telling me my appeal was successful and I could pay the original fine of £60 within 14 days. on the due date I rang to pay the £60 and it was automated and asked for a payment of £100. I rang several times to see if it came up as £60, it didn't, it also gave me no option to speak to an operator. Their website says the phone is manned in office hours, however after numerous phone calls I have only ever spoken to one person, it is always just automated responses. I therefore posted them a cheque for £60, which they banked, but today they sent me another demand for £80 as I was late paying and now I have to pay the full amount. Please advise.
