Substandard vehicle rental and poor response to my complaint

Complaint against Avis

I rented a vehicle from Avis for a trip to Ireland. I hired the vehicle for 6 days approximately. After about two days I began to notice a smell of fumes inside the car whilst driving. The smell meant we had to open the window often when driving for longer periods. On returning the vehicle I reported it to Avis staff, firstly reporting it to staff who took the vehicle from me. the person I spoke to did not fill me with confidence that he took information seriously so I reported it to staff inside the office. Once again, I felt that the person I spoke to was not listening to me and merely going through the motions with fake smiles and faux comments such as "I'm terribly sorry to hear that..." etc. no genuine concern for customers. When I returned to the UK, I made a complaint on 12/08/15. On the 26th, still without a response I emailed Avis again. I received a response on 5th September and was offered a partial refund. As of this date and despite one phone call and several emails; I have yet to receive any such partial refund.
