disability rail fares for the blind

Complaint about Great Western Railway

It seems to the blind and severely disabled passengers who attempt to travel on this operator that the ticket prices have leaped an astonishing 100 % for seriously disabled passengers. It would be apparent that ongoing negotiations and complaints that such increases are illegal under the operators license.Severely disabled people who travel on these trains are charged under fares set by parliament and cannot be changed unilaterally by operators like concessionary fares. Registered disabled are charged a discount set by Parliament on the normal ticket price whether it be peak or super saver etc. It would seem that the company suffering from escalating costs elsewhere in the network want to charge disable blind people a 100 % increase this year. How can they do this ? The answer from GWR is that they have withdrawn disability tickets from some routes and now charge discounts on peak rate tickets instead of off peak tickets. The result is not only 100 % ticket increases but to add insult to blind users they outline that sighted people can get cheaper fares by shopping around on the internet.(It is illegal to charge for disability in the UK). An option which is not open to the blind traveler. This the department of transport and regulator thinks may constitute a flagrant breach of the operators license. lobbyists such as the RNIB point out that blind people cannot travel by any other form of transport and should at all times be offered the lowest ticket prices including offers at all times plus their statutory discount rate. Clearly this is a public interest case which requires the regulator to rectify asap with an enormous fine to dissuade other operators from allegedly flouting their operators license. Given the problems with southern trains passenger groups, now want a doubling of fines swift enforcement for such alleged breaches of social and license conditions.
