I have been a victim of identity fraud totalling just over £11,000. Bank has refused refund.

I noticed my balance wasn't what it was supposed to be. I reported this to the bank who told me there was a 2nd active card on my account. I never knew there was a 2nd card active. I hadnt ordered one or recieved one. Neither did I have any knowledge that it even existed. Why did Natwest even send this card out without notifying me in any way. There was no need as my original card was working perfectly fine. Natwest had also sent out a pin for the new card without me requesting it or asking my permission or notifying me in any way. Someone had been using this 2nd card to make fraudulant transactions on my account which had taken place in Bristol (100 miles from my home). Natwest did a 5day investigation and sent me a letter refusing to refund. I tried to appeal and was told by a natwest member my 'appeal will be declined' 'you will not be getting your money back' and 'I am going to terminate the call now id appreciate if you didnt call back'. I was a young healthy guy now I am suffering from stress, depression and anxiety. I am also on prescribed medication because of this ordeal. I have also lost my job. Natwests careless institute have carelessely given my money away to fraudsters without noticing anything suspicious. And now they are refusing a refund, they have closed my bank account and have failed to provide any reasons why they refused the refund stating they are under no obligation to say why. I hope you can help me
