Complaint about CityJet

I was travelling from London City Airport using CityJet on the 6th of September. The flight was delayed (with little updates). I was told by a member of staff that as the plane would be delayed by more than 5 hours, I would definitely be able to get the €250 compensation for flight delays (I checked with her twice this was the case). Whilst trying to apply for this compensation, I was told that I would not be allowed it because it was deemed an "exceptional circumstance". This was in no way mentioned by the member of staff on the day. If this had been the case, I would have not booked another flight. I've spoken to customer services who have been thoroughly unhelpful. They likened the situation to "if I went to your office and the receptionist told me that you were in work and you weren't, who would be to blame?". I do not understand why the poor communication on the behalf of CityJet's employees in now resulting in me losing the €250 compensation.
