No delivery, no refund

Complaint about Harveys Furniture

I agreed a delivery date for 2 sofas, I paid £59 for this delivery, it never arrived, I had to phone store and arrange display sofa in the interim, I requested all of my delivery charge to be refunded but they say they can only refund £50! Why should I pay for any of my delivery when it didn't actually occur? So far numerous emails but to no avail. What do customers do next?
