Complaint about A Shade Greener

My neighbours have had solar panels fitted some 18months+ ago. Since then there has been a major increase in pigeons nesting under the panels. My issue is that i have a loft conversion which was in place prior to them installing the panels (15 years ago) We are woken up EVERY morning around 5am by the constant cooing and pigeons slidding down our roof. I would presume that any responsable company would on initial survey pick up on the fact that a neighbouring property has a loft conversio n and that they would need to install pigeon proofing measures before completion? I have contacted A Shade Greener who have informed me that they do not fit Pigeon protection and that if its required this would be down to our neighbour. Our Neighbour will not pay to have this fitted. I am looking at going legal with this as it is seriously affecting our standard of life. After reading some of the comments on here it would appear that A Shade Greener are more than aware of the issues with Pigeons and their panels. Just cant believe that they are trying to rest it at the foot of our neighbour even though if im correct they own the panels not my neighbour? Any advice on this would be appreciated. If anyone has been successful in the legal route etc.

I have contacted your office as requested some 4 weeks ago? I'm guessing that you use the contact us ploy to show the ombudsman that you have a procedure and thats all. Shocking
