Complaint about Agoda

I booked a hotel with agoda.com when I got there they room was full. I was told that they would relocate me. 4 hours later I received a call. They advised me to go to a different hotel. When I got there, the duty manager told me that i couldnt check in as the room wasnt paid for. I asked the duty manager to call agoda, when she did they gave part of my credit card details although i had paid my hotel room. When agoda denied that this every happend. I asked the manager to write a confirmation email. Which she did. I went through the agoda complaint procedure and was advised that I couldnt report them to the FCA or information commisioner office for data breach as they werent registered in the uk but in singapore When i ask what authorites i was told to do my own research. Does anyone know which consumer agency i can contact in singapore. Thanks
