Complaint about Ticket Selection

I purchased wireless tickets for the 8th and 9th of july 2017. Bought them with a debit card. Did not receive them. Was emailed after my email that due to unforeseen circumstances they could not provide and would receive a refund. Waited 2 weeks, emailed them again they said they gad done it and i should check ny account. I checked did not receive then emailed them again, asking for a reference number and to confirm which account they had put it back in. Then they emailed again saying it will take 28 days. I feel they are just flogging me off.
