Complaint against Royal Mail

Hi Barcode: KK503661491GB I posted my item on 03/10/2016 15:29 today is 19/10/2016 but post not received yet . If company not received that post before 23/10/2016 I will get fine up to 150 pounds .please tell me why is that happened . thanks
