Complaint against DX

I don't understand why the US embassy in the UK chose the service from this rubbish company. They have failed to deliver my passport twice (don't know whether there will be more as I still haven't received my passport) with their so-called "attempt". As a qualified recipient who has received more than 20 parcels at the indicated address, I was waiting for whole days from 9 am to 5 pm with no rings neither on my doorbell nor on my phone (my phone number had been given in the delivery note in advance). It's really hard to see what their attempts are.
