Complaint against Green Star Energy

I left Green Star Energy in December last year. Still waiting for my final bill despite phoning almost every week since January. They have my final bill but it "will not generate", they agree I am due a refund of just over £108 but I can't claim it until I receive the final bill. Every time I phone I am told the same thing and that I should receive my money by the following week
