Complaint against Scottish Power

I've always paid diret debit and each time I've phoned I've been owed money after giving a meter reading. I had a smart meter in a year ago and then my direct debits went up a extra £20 a month I have just phoned to say I'm moving house with another meter reading to be told i owe them £66 when I only just paid £100 on the 28th of last month so that's not right since having the smart meter I'm always in debt where as before I was always in credit. So I'm not happy
