Complaint against NHS

I am 8 months pregnant and wasn't informed at the beginning of my pregnancy that i needed a medical excemption certificate. I received a bill for £49.20 on 20th August 2015. I have since applied and have received this certificate. On 16th September I called Buisness services Authority. The man I spoke to was extremely rude and adressed me in a threatening way when I told him I wasn't happy about having to still pay the £8.20 perscription. He threatened that he could easily put back on the penalty charge he had just taken off. I have since paid the £8.20 perscription charge.
