Complaint against BT

origionally went with sky for broadband , open reach required £4000 to connect a line as they coul not locate it , then approached bt direct who stated as i was purchasing bt infinity the £130 connection fee would be waved for a new line , 2nd openreach engineer came out , could not understand what origional engineer had communicated, i explained situation & that a new line was being put in , but insisted looking for the origional line , could not locate it , so said he would arrange for a survey team to come out , this never happened , the site found the line and i contacted bt , after 5 phone calls no further , they stated that there wasn,t a line eventually another operative rang me and there now was a line but it wasn,t theirs, could not tell me who it belonged too even though previous customer was with bt , would not come out again untill i paid £430 for a new line , i find this distressing and would like this situation rectified
