Clamped awaiting collection by Breakers

Complaint against DVLA

Fire damaged BMW car was towed from an off road location to be collected by breakers for an agreed price. The car was only there for about two hours when it was seen and clamped, because it was untaxed. When, we spoke to the DVLA was told a fee of £100.00 was required to remove the clap. As the figure I was receiving from the breaker was only £138, I asked, what if I did not want the car. I was told the car would be scrapped I would not hear anymore . However, I have now received a fine of £475.00, to be settle before going to court and I do not understand what the fine is for and why such an vast amount. Where can I get some help from?
