Complaint against Joie Baby

I have been using this car seat for approximately 1 month now and my child is 6 months. Regardless of what I do; forwards backwards facing, full recline, insert in and out, his head is not staying back and flops forward which Bob's around as I drive. I do not feel that he is safe and that he would be protected in the case of a crash. surely besides this being uncomfortable it is a huge safety issue. This car seat was brought on the last week of toys r us closing.
