Complaint against Vodafone

Under my account I have two mobiles one ending 291 and the otherr ending 502. Previously both were on sim only package i.e. 300minutes 250mb. I think the 291 was £9 and 502 was £7. something monthly. On the 4th of August I have contacted your upgrade dept. and upgraded 291 to 600minutes and 1GB package at £14/month. I have also been promised 2 months discount. The mobile ending 502 remained unchange because it's for my wife for emegency use only. Today I have received a bill for £40.77. Upon checking my account I have realised both 291 and 502 are on 600minutes 1 Gb package and on top of that my plan charge is £23.87 for 291 and £16.48 for 502 which baffles me. I have tried to contact bill enquiry a few times today but couldn't get through. During the month of August I must rung 191 at least 8 time to clarify the situation because I have been getting confused information when I checked the bundles for both phones and everytime I was assured and confirmed of my upgrade request. Please help and rectify the situation. I have been a loyal customer with Vodafone for many years. Please advise Thanking you
