Not able to provide Broadband to new address even though old occupiers had BT line

Complaint against BT

I had a 18 month contract with BT for Broadband and phone line. I have recently moved to new address and went through the 'move from procedure' online and had a date set for new line to be ready for 26th Oct. Once I had moved in the line did not work and called BT only to find out there is an issue with the line at new address. They told me that there would be a £130 engineer charge to pay or they would waver the charge if a took out another contract. I rejected both and now have to pay £70 to cancel. My issue is the old occupiers had a BT line and they too had to pay £130 to get the line working. This issue lies with BT and I feel I shouldn't be getting punished for a fault on there side. Please help James Croxford
