Complaint against EE

I thought that call charges to the UK whilst abroad had been regulated and significant improvements made. At Christmas I went to Cape Verdi and made calls on my mobile as I have an elderly mother at home who lives on her own. The cost of those calls during a 14 day holiday split over two bills amounts to £500. I did receive a text message when I arrived saying that calls made and received would be at the rate of £2.50 per minute. I have many instances on my bill of calls for 1, 4, 6 seconds as connectivity was not great being charged at £2.50 each. This is outrageous - how can you say that calls on a mobile whilst abroad have been significantly improved - this is an industry which basically is robbing its consumer base. When queried with EE this evening I have been informed that this is UK industry standard. If so you are not doing your job as I don't understand how such charges can be justified
