Complaint against TalkTalk

No tv signal after an engineer set it all up after we moved home. All details of new home delivered a week before the move and TalkTalk still haven't updated my account. I was told by the engineer that he would return if it didn't work they are no says hey gorgeous they are going to charge me £65. I then asked seeing as they could not resolve the problem to leave Talk Talk after an hour on hold with an incompetent 'assistant' I was told it would cost £350! Surely if I am paying for a service and the company can not or will not provide it I shouldn't have to pay anything?!
