Complaint against Southeastern

On Tuesday 11.10.2016 around 18:45 the agent at the ticket office at Victoria station between platform 4 and 5 refused to cash my rail travel voucher. He didn't accept my photo card ID and asked for a passport or driving license. He referred me to another service desk in front of the Southeastern platforms to request his manager. I went over to the desk and explained the situation. The manager was already gone but another gentleman I guess from national rail tried to help without any success. I do have audio footage from both the agent at the desk and the gentleman who tried to help telling me that the agent knows the rules and I have to go to another service desk from southeastern at charing cross. I never had a problem before and the back of the travel voucher states "You will need to provide photographic identification such as your season ticket photo card, driving license to passport". By the way the same agent asked on another agent for a driving license and passport before and this time i had my driving license on me and could present it to him. Nevertheless this time i only had my season ticket photo card on me.
