Is it so difficult to issue a copy receipt?

I am a member of the British Airways Executive Club. On the 27th November I booked a flight form London City to Schiphol for the 8th December and inbound 9th December. Normally I get a confirmation email with payment and flight details; not this time. After many attempts to speak with a BA representative I was finally informed that my request for a copy receipt would be forwarded to me. I finally received an acknowledgment on the 15th December saying that I should get the document in 7 days (001:000364:38231) . I did not and thus complained (13111395) on 17th December. I have asked again and am still waiting. Is it so difficult to issue a copy receipt?
