Free travel for persons in the military but only in uniform

Complaint against Transport for London

My son is based at woolwich barracks and travels to Hainault almost every day, he does not leave the barracks in his uniform due to the recent events of poor Lee Rigby. He can get on to the train with no issues at all at woolwich,but getting off the train at Hainault, Barkingside or Fairlop he gets pulled over. I understand the procedure is they have to be in full uniform but he carries his uniform in his bag plus he has his military ID card Why can this not be sufficient to allow him the free travel? It really does not make sense why Tfl see that he should risk his safety by wearing his uniform off barracks when he is travelling alone why can they not accept it is dangerous and allow any military persons travell with the proof of there ID cards. I contacted Tfl but the person I spoke with just constantly repeated to me it's the policy and was not prepared to even try and find a way around this issue. Please I hope you can help
